      Brief summary of the bug. What is it ? Where is it ?

      Percentage reports should only display a null result when the baseline has been reduced to 0. If the matching instances is 0 but the baseline is higher than 0, then the result should actually just be 0%.

        This is the controller panel for Smart Panels app
