Reproduce: 

• Create a process report based on the "number: process instance duration" template
• Open the measure aggregation popover, add other aggregation such as "max"
• Now switch the measure from 'duration' to 'count'
• Open the configuration popover

Observed:
The goal configuration options are not visible

Expected:
The goal configuration options should be visible since the count report is only a single measure and single aggregation report.
