Brief summary of the bug. What is it ? Where is it ?

Tenants filter in modal disabling Tenants selection for processes after using.

Steps to reproduce:

1. Create new collection
2. Change Tenant filter from 'All Tenants' to another one 
3. Change Tenant filter again to 'All Tenants' 

Actual result:

After selecting All Tenants again from the filter - Tenants dropdown in processes stays like "-"  

Tenants dropdown is disabled.

Expected result:

Maybe it should be written again 'All' in Tenants dropdown in modal since hard to distinguish if All tenants selection is working or not.
