Invalid Y axis labeling for duration reports

      Brief summary of the bug. What is it ? Where is it ?

      When creating duration reports the Y axis shows zeros for all the values or the scale is invalid.

      Steps to reproduce:

      I have been unable to determine what is the cause of this anomaly but I have two customer reporting it. I have included 3 screen shots showing the issue from the customers.

      Actual result:

      Duration reports the Y axis shows zeros for all the values or the scale is invalid.

      Expected result:

      Duration reports the Y axis shows correct values.
