Since the old goal logic will be replaced by the process overview logic, we can remove the process goals rest service.

ATs:

• The unused endpoints have been deleted
• The old goals index has to be cleared up
• IT that were previously testing goals rest service endpoints are not testing process overview rest service endpoints
• new owner endpoint is adjusted to be at `/owner` (see comments in ProcessOverviewRestService)
• Confluence documentation is updated
