Management dashboard can be fetched by the frontend

      The management dashboard should be retrievable for loading on the process page. To achieve this, we need a new management dashboard endpoint. The path could be .../dashboard/management and the response consistent with the existing dashboard fetching endpoint. The report locations also need to be included in the response.

      ATs:

      • The management dashboard can be fetched via the new endpoint
      • API docs are updated
      • The response includes the location of each report within the report
