Context:
According to the new designs, we need to update the configuration of number reports so that we can set target values and choose whether a report is a KPI or not.

AT:

• Add checkbox to set a report KPI & a description text
• Rename goal fieldset title from "Goal" to "Set Target"
• Move precision configuration to be below the target configuration
• Above/Below option for number reports
  • Change progress bar color depending on that value and the type of the chart (count/duration)
• Move the baseline input field to be below the target input field
• Add percentage indicator to percentile reports
