When I view a process instance in a raw data report
I want to view its related data in Operate
So that I can understand what exactly happened

PM Notes (Customer requests, context, assumptions)

Functionality should be very similar to with Cockpit - there is a 1-many relationship between Optimize and Cockpits right now and we can persist that when linking to Operate in a cluster.

User behavior should mirror that of C7 Optimize and Cockpit, but with C8.
