Run cloud/CCSM in development

      Context:
      Currently, It is only possible to run Optimize in platform mode.
      Specific environment variables are required in order to run Optimize it in self-managed or optimize. This is useful to develop cloud/CCSM only features or test them. We also need to be able to run e2e tests in such environments.
