Include empty start/end instance data filters as part of dashboard definition

      As part of the dashboard definition response, we should include empty instance start and end date filters to allow the frontend to easily display this as a non-persisted option. We do this for dashboard filters already, so this is equivalent of initializing a management dashboard with such selectable filters
