When configured, CSV downloads can be restricted in Optimize. We should hide the download CSV options in the UI when the currently authenticated user does not have the relevant `csv_export` authorization type returned by the identity endpoint.

ATs:

• The Report CSV download button is not displayed if the authorization is missing
• The Outlier analysis CSV export button is not displayed if the authorization is missing
