Based on the current User's Optimize authorization returned by the identity API, only users with edit access to Optimize should be able to see and use the report/collection/dashboard creation buttons outside of a collection.

ATs:

• READ Optimize users cannot see/use the entity creation button outside of a collection
• READ Optimize users can view entities that they previously created outside of a collection
• READ Optimize users cannot edit entities that they previously created outside of a collection
• READ Optimize users can create entities within a collection, if they have the relevant collection scope
• If the home page contains no entities, the text hint for READ users should be updated to prompt them to refer to their admins or to a collection owner, for example (TBD on actual text)
