For the purpose of dealing with the edge cases of

• Adding a new report to Optimize and then heading to the process page (report wont show until the scheduler runs)
• Delete a report from Optimize and then heading to the process page (report wont show as deleted until the scheduler runs)

We need to make sure that we run the scheduler whenever a report has been added, updated or deleted.

ATs:

• The scheduler has been triggered when the above mentioned actions have been called
• There are ITs to verify this behavior
