Adjust alert emails to use templates

      Context:

      For the digest emails, we've introduced email templates. For now, the email service handles both templated and plain emails. For consistency, lets adjust other emails (eg onboarding, alerts) to also use templates.

       

      AT:

      • alert emails are templated
      • email service handles emails in a consistent way, redundant non templated email sending logic is removed

            Onboarding is handled in OPT-6390, therefore the scope is changed to alert.
