This task covers the Define phase of the PDP. Specifically, the DRI should take the time to understand the requirements in the product hub issue and break it down into meaningful chunks of implementable work. This is somewhat similar to the previous breakdown work we would do in the past. Tasks should be added with the same Epic link as this ticket.
