Brief summary of the bug. What is it ? Where is it ?

In outlier analysis, 
When viewing the tooltips of flow nodes that has a tooltip, there is no button to download the instances. see screenshot

Steps to reproduce:

• Open the outlier analysis page
• select a process definition that has outliers
• hover over one of the flow nodes that has outliers

Actual result:

No download instances button is shown

Expected result:

A button is shown to download the instances directly on the tooltip
