With https://jira.camunda.com/browse/OPT-6452, we allow the possibility to disable the onboarding scheduler checks for a given Optimize instance. We should now disable this for the webapp instances in our CCSaaS clusters, allowing this to execute only on the importer/exporter instance

Testing Notes:

• Check the SaaS logs for a test cluster
• Observe the onboarding checks happening on the configured schedule on the importer logs
