Hot Backups 2nd Iteration

Context:
We want to both expand existing backup API and align it across components.
Scope:
- Adjust Get backup state API to return more info on each backup
- Adjust get backup state API to allow users to request info on all existing backups
- Add delete API to delete existing backups per ID
- Rename /backup path to /backups to align across components
- TBD: adjust take backup API to align across components (to discuss in further meeting)
