Update to Spring Boot 3.0

      Spring Boot 3.0 is now released. We should update to this version to get the latest features/dependencies. This will need to be a careful migration and using their upgrade guidelines as assistance

      Testing notes

      This ticket requires a comprehensive testing of all Optimize functionalities in all 3 modes (platform, C8SM and SaaS). Take extra care with the following topics:

      1. All kinds of permissions: logging in, logging out, accessing private reports, accessing public api, accessing internal API without a token cookie (should be covered by ITs but you never know). Especially in the C8SM and CSaaS environments, as we don’t have automated tests for that 
      2. Test the email digest, the actual functionality as well as the structure and content of the emails
