Create empty state component for Homepage

      Context:

      As a new user during the onboarding process, I want to have better understanding of what I can do when opening empty home page. To fulfill this, the new empty state component is displayed and existing homepage header is hidden.

      AT:

      • hide current homepage header when homepage is in the empty state
      • It has two columns, left and right
      • left column contains an icon (the one we use for dashboards)
      • right column contains header, description and two buttons
      • header says "Start by creating a dashboard"
      • description says "Click Create new dashboard to get insights into business processes."
      • primary button "Create New Dashboard" opens create dashboard modal
      • secondary button "Create New" is the same button as used now in the homepage header 

      Testing Notes:

      • on the homepage (when there are no items and user have role editor) the new empty state components should be displayed
      • if user has no editor permissions, the old empty message should be displayed
