Remove and deprecate navbar styling configuration

      Context: 
      After using the carbon navbar, it is possible anymore to allow users to configure the color and the logo, and we agreed to deprecate this feature.

      AT:

      • The header property is removed from the UI configuration endpoint 
        GET api/ui-configuration
      • The upgrade notes show a warning that this feature is deprecated
      • This is added to the deprecated-config.yaml file
