      Brief summary of the bug. What is it ? Where is it ?

      Some end to end tests are failing trying to create a report on the home page. The reason for that is the new empty state component which is appearing instead of the previous "create new" button in the top right corner, but the old component still appears for a moment before the empty state component causing e2e to fail .

      Steps to reproduce:

      Run e2e on jenkins and see the tests are failing trying to create new report

      Actual result:

      e2e fails

      Expected result:

      e2e passes
