Make timeout configurable for outgoing API calls from Optimize to other systems

    Description

      With OPT-6684 we made this change so that when Optimize makes outgoing calls to other systems it doesn't get blocked. Currently this timeout is hard coded to 5000ms. We should make this timeout value configurable
