Make Backup API available in SaaS

      Context:
      We now also want the backup API which so far has only been implemented for self managed to also be available in SaaS.

      AT:

      • Optimize backup API is available in SaaS

       

      Testing Notes:

      Confirm that all backup API endpoints work in SaaS mode.

      Additionally, also confirm that the prometheus endpoint still works in SaaS as the BE changes touch on that too.
