Add locale request header to requests

      Context:

      To be able to translate content on the backend, it has to know what language user is using

      AT:

      • add X-Optimize-Client-Locale header to requests, which will contain the two letter locale code, the same one that is used on the front end for translations

      Testing Notes:

      • all requests in optimize should have X-Optimize-Client-Locale header
