Brief summary of the bug. What is it ? Where is it ?

When user type too long text creating the text report on the dashboard, the Add report button stays enabled

Steps to reproduce:

1. create dashboard
2. click add report button
3. in the modal select text report
4. type text longet then 3000 characters

Actual result:

Button stays enabled even when the text is too long

Expected result:

Button should be disabled not letting the user to add invalid report
