KPI target evaluation is not null safe

      What are the steps to reproduce your problem?

      If a KPI report has a null value or target set, the KPI evaluation throws an NPE when trying to determine if the target has been met. It is currently not clear how a report can have value/target set to null and then still attempt to evaluate the KPI targetMet status, waiting for more details from support ticket on this.

      What would be the expected behavior:

      KPI targetMet evaluation should be nullsafe
