Enforce that instantPreviewDashboards and management Dashboards cannot contain KPIs

      Instant Preview Dashboards cannot contain KPIs, this need to be enforced when importing the template.

      The same rule also applies to management reports, which cannot be KPI reports.

      Reason: see OPT-6855, currently KPI instant or management reports will break KPI report evaluation. We may look into fixing this with a follow up but for now we will just enforce no KPI instant/management reports.
