AT:

• Create a new Popover component based on Carbon design popover
• Replace existing popovers with the new one (except for report details/filters popovers, combined report date picker)
• The new popover should work like our existing popovers (e.g. become scrollable if it is very long, reposition automatically)

Testing Notes:

• Test that the following popovers work correctly:
  • Dashboard/Report share button popover
  • Dashboard filters popovers
  • Report aggregation type selection popovers (appears when having a duration measure in a report)
  • Report Configuration (in process/decision/combined reports)
  • Definition editing/selection popovers (reports/outlier and branch analysis)
