• The filter list popover is migrated to use carbon design popovers.

Testing Notes:
We use the filter list popovers in two places:

• Report view page when clicking on "Applied filters" button near the name of the report (only appears when report has filter)
• Dashboard view: Near the name of the report

We need to test that popovers work as before and reposition automatically to stay visible on the page
