Description edit modal shows unnecessary scrollbar

      When adding/editing description for dashboard/report, the description modal has a scrollbar and it scrolls to a blank space

      Actual result:

      There is a scrollbar

      Expected result:

      There is no scrollbar

        This is the controller panel for Smart Panels app
