Instant preview resource path not adjusted for custom context path

    Description

      Brief summary of the bug. What is it ? Where is it ?

      When running Optimzie with a custom context path and accessing an instant preview report, the resources such as the logo pngs cannot be found. 

      Steps to reproduce:

      1. Run Optimize with a custom context path, eg `/optimize`
      2. Access an instant preview dashboard

      Actual result:

      Instant preview dashboard resources (eg images displayed as part of the dashboard) cannot be found as Optimize looks for them under eg . /external/static/instant_preview_dashboards/OPT_Logo_Process_Improvement.png when it should be looking under /optimize/external/static/instant_preview_dashboards/OPT_Logo_Process_Improvement.png (assuming /optimize as the custom context path).       Expected result:

      Optimize can find the requested resources.

      Notes this may need backported.

      Notes:

      • It might be that dashboards created prior to this fix need deleting in order to get "fixed" again
      • I don't think the case can be supported for instant dashboards working for customers who change context path. i.e., if the customer creates an instant dashboard using no context path, but then later adds a context path, the instant dashboard might not work. In this case, the old one may need manually deleting
