Context:

New email digest improvements require email content to be translated. Translation language should be configured in the config file (or the existing properties should be used if possible).

AT:

• check if the existing language settings (availableLocales, fallbackLocale) in the config file are enough to handle emails translation and create new config property if necessary
• handle digest emails translation
