Persist last time the digest email was sent

      Context:

      To generate more accurate data for the new process metrics table for the digest email template, we should store the time when the email was last sent. This time should be used to calculate the values for the change column in the table.

      AT:

      • persist the last time sent
      • use this date to calculate change column values
