      Replace old tabs component with the new carbon one in OutlierDetailsModal

      Testing Notes:

      1. go to outlier analysis
      2. select a process to analyse
      3. hover over a node that has some "heat" and in the popup select View Details
      4. in the modal that opens, on top there are two tabs 
        Duration Distribution chart and Common Significant Variables Table
      5. which are now using the new carbon design
      6. they should work the same way they did before
