Improve logging for alert sending

      When processing and sending alerts, Optimize doesn't proactively log much information. This makes it difficult for us to trace which alert emails are sent, and also for us to debug issues when alerts are not sent. We should improve traceability around alert sending for better debugging in future

      Notes:

      • Backport to maintenance branches
      • No need for QA
