Update renovate config:
- prevent from rebaseing PRs everytime something is merged to base branch
- explicitly set which maintenance branches should be monitored instead of using regex
- use presets instead of manually specify properties
- set the prs creation limit
- group patch PRs into one
- group TS PRs into one
- set the minimum release age from new update showing up till the PR creation
- enable vulnerabilities alerts
- create action to validate config
