Add identity baseUrl to CCSM config

      Context:

      To be able to retrieve a list of authorized tenants required for OPT-7113, we need to configure the baseUrl for identity. For example locally, this would be "http://localhost:80801" . We then need to include this in the identityConfig when initialising the identity bean in 
      CCSMTokenService.
