Raw data panel is shown for empty reports

      What/Where is the issue ?

      When create an empty report, the bottom raw data panel is still shown with an error message.

      Environment: C7/ C8SaaS/ C8SM

      Optimize version : latest
      ES version : 7.17
      OS + Browser version : MacOS. + Chrome

      Steps to reproduce:

      • Create a blank report with no definition
      • Save the report

      Observed behavior:

      The bottom raw data panel is shown with an error message "cannot evaluate the report"

      Expected behavior:

      The bottom raw data panel is hidden if the report cannot be evaluated.
