Context:
To align the tenant cache settings across components we want to set the default ttl to 5 minutes.

AT:

• tenant auth cache 
   defaultTtlMillis is set to 5 minutes

Testing Notes:

When changing tenant authorizations in identity, after 5 minutes these changes are applied in Optimize.
