What/Where is the issue ?

Environment: C7/ C8SaaS/ C8SM

Optimize version : Snapshot
ES version : 8.8.1
OS + Browser version : MacOS + Chrome

Steps to reproduce:

• Preconditions:

Create a report and set an alert, save the report

• Steps:

1. In report saved mode, edit existing alert 
2. Edit alert modal opens 

Observed behavior:

Delete button is not visible until you hover on the top part of the modal and overlaps with Edit alert headline on the modal. 

Expected behavior:

Delete button should be visible on the edit alert modal.
