Update nodejs version

      Context:

      Currrently we are using nodejs in version 16 which is no longer supported as noted here: https://nodejs.org/en/blog/announcements/nodejs16-eol

      AT:

      upgrade the nodejs version to newest LTS version in project and all GHAs/other places that are using nodejs
