Add email validation to alerts in CCSM

      Context:

      In CCSM, alert creation should validate that the added email belongs to an existing user, similar to how its currently done in SaaS.

      AT:

      • when adding an email address to an alert, BE validates that this email belongs to an existing user
      • If email does not belong to an existing user, an error is returned
      • Functionality mirrors SaaS
