Context:
In CCSM, alert creation should validate that the added email belongs to an existing user, similar to how its currently done in SaaS.
AT:
- when adding an email address to an alert, BE validates that this email belongs to an existing user
- If email does not belong to an existing user, an error is returned
- Functionality mirrors SaaS
