What is the problem?
Currently, our release pipeline fetched the camunda/infra-global-github-actions/download-center-upload action from the branch[ modify_download_center|https://github.com/camunda/camunda-optimize/blob/master/.github/workflows/release-optimize.yml#L159]. We developed it this way, because the documentation changes on the[ infra branch|https://github.com/camunda/infra-global-github-actions/tree/modify_download_center] were not ready but we still wanted to proceed with the pipeline.

How to fix
- Make the github action read that action from the main branch on the infra-global-github-actions repository.
- Backport the change to 3.11, 3.10, 3.9 and 3.7
