Add support for ES8.9

      With the 8.4 release, we wish to support Elasticsearch 8.9.

      We should:

      • Add an announcement to the announcement page
      • Allow explicit support in our DB version checker
      • Add a compatibility job in GHA

      Testing Notes:

      • Regression test Optimize against ES8.9
      • Confirm that percentiles aggregations are working as expected
