Target value cannot be changed once saved on heatmap report

      What/Where is the issue ?

      When a target value is saved on a heatmap report, the value can no longer be adjust in the UI. Selecting the target value field just hides/show the results and doesn't let the user make any adjustments.

      Environment: C7/ C8SaaS/ C8SM

      Optimize version : latest
      ES version : all
      OS + Browser version : 

      Steps to reproduce:

      • Steps:
        • Create a heatmap report
        • Set a target value on one of the nodes
        • Try to edit the target value
        • Observe that no modal appears

      Observed behavior:

      The edit modal never displays

      Expected behavior:

      Target values should be editable

      Additional Information:

        This is the controller panel for Smart Panels app
