Remove C8 staging environment

      We no longer use the C8 staging environment. Moreover, we have preview environments available to us at a PR level.

      We should remove the C8 staging environment level to save resources and maintenance effort.

      ATs:

      • The C8 staging environment no longer exists
      • The C8 staging environment no longer appears in daily health checks
