Browser's scroll bar makes the UI jump

      1. Create a report with multiple definitions
      2. Try to remove one of the definitions
      3. When cursor is close to the browser edge the Chrome scrollbar appears and disappears making the UI jump

      Reproducible on Windows, Mac seems not affected
