Sort flow node outliers by higher count descending

      The "/flowNodeOutliers" endpoint returns a map of outliers, and this is currently unsorted. Instead, we should return the map entries in order of the highest outlier count.

      Testing Notes:

      • Flow node outliers from the above endpoint are returned sorted by descending 
        higherOutlier.count of each finding
